Zoning: what the colour on a plot means, and how to check it

The zone an agent quotes is a claim. Zone colours on official maps are a guide: what counts is the zone code in the regency's plan and a KKPR check for the exact plot. Of 1,128 plots for sale in Bali today, 506 (45%) don’t state a zone at all.

How to check a zone, in four steps

  1. Get the certificate numberFrom the seller, before a viewing. It locates the plot.
  2. A lawyer or notary reads the regency’s planFor that plot, not a screenshot from the agent.
  3. Check the land-use approval (KKPR)What you plan to build has to match the zone, or the building permit (PBG) won’t follow.
  4. Write it into the deedAs a condition, so the deal stops if the zone is wrong.

A pink zone is not a licence

Renting to one tenant for months or years is ordinary residential use. Renting to holiday guests needs its own business licence (an NIB with the right business code in the government's OSS system), and the regency's accommodation tax is collected from guests. The small-villa rental licence is reserved for Indonesian co-ops and small businesses and is currently closed to foreign-owned companies, so ask a notary what your structure allows before you buy. What to ask the seller

  1. Can I see the land certificate (SHM, HGB or the lease deed)? Is it in the seller's name?
  2. What zone is the land in (for example yellow or pink), and does it allow a villa or renting it out?
  3. Is there a building permit (PBG, formerly IMB)? A certificate that the building is fit to use (SLF)?
